  Apparently, a horseshoe electromagnet with built-in battery pack; for some reason, it has never seemed to show any affinity for metal whatsoever. This kind of stuff turns up with some regularity in the bike's panniers. A prominent red button is, presumably, to be used to turn the thing on.
